Hosted PBX is often a cheaper option,

"From experience I have found that small businesses are often better served by using a hosted solution. I just recently went through comparing the different options that are out there and I finally decided to go with a hosted solution. The idea of not paying for pbx equipment and not worrying about maintenance was appealing to me. In the end I ended up going with www.fonangle.com but I would recommend having a look around and seeing who is right for you."
